Given that the weather prediction for Halloween afternoon and night, October 31, is severe rain, possible flooding, high winds, and potential for blown items and falling limbs, the City Manager deems it to represent a potential threat to the safety of the children, parents, and others participating in outdoor Halloween activities. Therefore, in accordance with City Code §394-21, all outdoor Halloween activities in the City of Lexington shall take place on Friday afternoon and evening, November 1, rather than Halloween afternoon and evening, October 31. All previously requested and approved street closings for Halloween activities will occur on Friday at the same times and for the same streets as previously approved. § 394-21 Authority of City Manager to promulgate emergency regulations.

The City Manager shall have power and authority, in cases of emergency or temporary expediency, to promulgate rules and regulations for the control of traffic, both vehicular and pedestrian, the parking of vehicles, and the closing of streets to traffic temporarily, either in whole or in part, when needful for the safety of the citizens and protection and preservation of property.
