City Manager appointed to Governor McAuliffe’s Task Force

Governor McAuliffe’s Task Force on Public Safety Preparedness and Response to Civil Unrest held its first meeting yesterday, Tuesday, September 12, 2017 in Richmond, Virginia. Lexington City Manager Noah A. Simon attended the meeting as one of the Task Force’s 25 appointed members. Chaired by Brian Moran, Secretary of Public Safety and Homeland Security, the Commission includes representatives from the Virginia State Police, the Virginia National Guard, the Virginia Department of Emergency Management, local law enforcement agencies, local governing boards, the Office of the Attorney General, and other relevant state and local agencies.

The Task Force, established by Executive Order No. 68, is designed to assess the events in Charlottesville on August 12 and identify ways to improve the Commonwealth’s preparedness and response capabilities should such events occur in the future. In addition the Task Force will develop a model for event permit procedures to govern public demonstrations for the state and local government. At yesterday’s initial meeting, the force focused primarily on analyzing the permitting process for events, featuring speaker Rodney A. Smolla, dean of Widener University Delaware Law School.

“I look forward to working with state and local officials on the review of August 12 events and policies surrounding civil unrest,” said City Manager Simon. “I plan to take what I learn from the Task Force and other localities to work towards implementing the best possible process for event permits in Lexington.”

The Task Force will complete its work on November 17 with a final report due to the Governor on December 1.
